Phnom Penh Capital Hall Launches Online Administrative Services

On May 25, 2026, Phnom Penh Capital Hall issued Notification No. 019/26 officially announcing the implementation of an online administrative service system through the Single Window Service Office, marking another important step in Cambodia’s digital transformation and public service modernization.
The initiative aims to improve the efficiency of public service delivery by eliminating the need for travel, and reducing the administrative burden and related costs for citizens seeking administrative services at Phnom Penh Capital Hall.
Types of services available
Under the new system, citizens can now submit applications to access nine categories of online administrative services, as follows:
- Legalization Services (certification of document copies)
- Administrative Services
- Tourism Sector
- Public Works and Transport Sector
- Culture and Fine Arts Sector
- Industry, Science, Technology, and Innovation Sector
- Mines and Energy Sector
- Land Management, Urban Planning, Construction, and Cadaster Sector
- Agriculture, Forestry, and Fisheries Sector
Application and service fees
The official service fees for applications through the online administrative service system will be the same as those for in-person applications at Phnom Penh Capital Hall. No additional charges or online processing fees will be imposed. In addition to the online system, administrative services can still be accessed in person at the Single Window Service Office.

Applicants are required to create an account and upload relevant supporting documents in accordance with the instructions provided for each service application.
