
Implementing the 2025 Minimum Wage for Cambodian Textile, Garment, Footwear, and Travel Bag Workers

On January 18, 2025, the Ministry of Labor and Vocational Training (“MLVT”) issued new instructions to implement the updated minimum wage for workers in the textile, garment, footwear, and travel bag industries in Cambodia under Prakas No. 211/24 dated September 20, 2024.
The updated minimum wage—US$208 for regular workers and US$206 for probationary workers—became effective on January 1, 2025.
The instructions reiterate employers’ obligations, as below:
- Payment frequency: The wages must be paid to workers twice per month.
- Seniority payment: Employers are obligated to make seniority payments twice per year.
- Other benefits: Employers must provide other benefits to its employees per the applicable laws and regulations.
- Consequences of non-compliance: Employers that fail to comply with the minimum wage requirements, or incorrectly calculate wages and benefits leading to labor disputes, will be subject to measures and fines imposed by the labor inspectors in accordance with the law.
If employees suspect that there has been an incorrect calculation of wages, seniority compensation, or other benefits, they are encouraged to contact the labor inspectors via hotlines 1297 or 1286.
