Application for Certification of Items and Quantities of Chemical Substance Use

Note: All activities, publications, and events mentioned in this post were conducted under the name VDB Loi prior to our transition to Andersen in Cambodia on 18 September 2024.
Under Prakas No. 148, a certification of items and quantities of chemical substance use for the purpose other than medicine production shall be obtained before import the products to Cambodia.
The process applying for this certification is a straight forward. The application shall submit the application form and fees is to be done at the Single Window Secretariat of the General Department of Industry of the MISTI. The Enterprise must submit a monthly detailed report about the traffic and the use of the chemical substance set out in the certification to the MIH. In case of failure to provide this report, a fine may be imposed in accordance with the Law on Administration of Factory and Handicraft.
We estimate that it would take the following number of days from the submission of the complete application package to the MISTI to obtain the certificate of items and quantities of chemical substance use:
- Within seven working days for chemical substance that is to be used or imported by the Enterprise;
- Within fifteen working days for chemical substance that is not to be used or imported by the Enterprise; and
- Within sixty working days for chemical substance that have never been used or imported into Cambodia.
Required documents for Certification of item and quantities of chemical substance use are as follows:
- Application form standardized MISTI
- Copy of memorandum of articles of association, certificate of incorporation, VAT certificate and recent patent tax certificate
- Prakas on establishment of Factory and Handicraft (if applicable)
- Power of Attorney
- List of requested Chemical products/substance
- Copy of Cambodian ID card or passport of the applicant/director
- Plan for annual production and standard use of regulated chemical substance
- Report on import and use of previous regulated chemical substance
- Map of the company
- Other as required by the MISTI
