The MOJ Continues its Digital Transformation with Digital Verification of Police Clearance Certificates

Recently, the Ministry of Justice (“MOJ”) and the Ministry of Posts and Telecommunications announced the official launch of the “verify.gov.kh file verification” providing a QR code verification of the MOJ’s Criminal Record No. 3, otherwise known as a Police Clearance Certificate.
This is part of the government’s broader digitalization efforts. As part of this, last year, to enhance the efficiency of criminal background checks, the MOJ began piloting a digital application process. Applicants have the option to fill out an online form using the CR-MOJ mobile application, which is available through the Apple App or Google Play Stores, or accessed via https://cr.moj.gov.kh/, or apply in person. All applicants must still visit the MOJ’s criminal record department to provide a thumbprint on the form, pay the service fee, and submit supporting documents.
Once the Police Clearance Certificate is issued, this new digital verification process, using the verify.gov.kh website, offers several advantages, as below:
- Enhanced security: Using QR codes improves the security of the document verification process, making it harder to counterfeit or manipulate records.
- Convenience: The applicant can quickly verify the authenticity of documents by scanning the QR code using a smartphone or other device with QR code scanning capabilities.
- Time efficiency: The process is swift, allowing for instant verification without the need for manual checks.
- Cost savings: It reduces administrative costs associated with manual verification processes, benefiting both individuals and organizations.
- Transparency and trust: It increases the transparency of the document verification process, fostering trust among stakeholders such as employers, government agencies, and the public.
- Compliance: It helps organizations and individuals comply with regulatory requirements by ensuring the authenticity of legal documents.
