Cambodia Requires Licensed Real Estate and Pawn Businesses to Appoint Compliance Executive Officers
November 3, 2026
On October 20, 2026, the Real Estate Business and Pawnshop Regulator (“REBP”) issued an announcement on requiring licensed companies, enterprises, and businesses in the real estate and pawn sectors to appoint an executive officer at the management level to oversee compliance with applicable anti-money laundering/countering the financing of terrorism (“AML/CFT”) and counter-proliferation financing (“CPF”) obligations.
The appointed executive officer must seek recognition from the Cambodia Financial Intelligence Unit (“CAFIU”) and notify the REBP in writing of the progress of the appointment and recognition process within 30 days from the date of this announcement.
Affected businesses should take the necessary steps to appoint an appropriate executive officer, initiate the recognition process with the CAFIU, and continue to comply with applicable AML/CFT and CPF laws and regulations.
